House Republicans’ plan to provide $14.3 billion in aid to Israel by cutting Internal Revenue Service funding, without including aid to Ukraine, is facing doubts from senators of both parties.
President Joe Biden has threatened to veto the bill if it passes.
The bill, introduced by House Republicans as a standalone supplemental spending bill for Israel, goes against Biden’s request for a $106 billion package that includes aid for Israel, Ukraine, and funding for competition with China and border security.

Senate Democrats, who hold the majority, have expressed opposition to the bill, with Senate Majority Leader Chuck Schumer calling it a non-serious proposal.
“The bottom line is it’s not a serious proposal,” Senate Democratic Majority Leader, Chuck Schumer, told reporters.
“This bill is bad for Israel, for the Middle East region, and for our own national security,” the White House’s Office of Management and Budget said.
“We need to treat all four of these areas, all four of them, Ukraine, Israel, Taiwan and the border,” McConnell told reporters.

U.S. taxpayers have already sent $113 billion to Ukraine and whistleblowers say significant funds are stolen by corrupt officials in the country. Significant funds are also used to subsides Ukraine’s economy, rather than being spent on the war against Russia.
The Biden administration has stated that the bill is detrimental to Israel, the Middle East, and national security.
Republican Senate leader Mitch McConnell believes that all four issues, including Ukraine, Israel, Taiwan, and the border, need to be addressed.
Secretary of State Antony Blinken met with House Speaker Mike Johnson to discuss Biden’s support for Ukraine and Israel.
The legislation is expected to pass in the House.
