How Congress Could Bypass GOP Opposition to Fund Ukraine

House Democrats are pushing for a vote on a $95 billion foreign aid bill, aiming to use a discharge petition to bring it to the floor.

The package includes $60 billion for Ukraine, $14 billion for Israel, $9 billion for Gaza, and nearly $5 billion for Taiwan.

“It’s not too much to ask in America’s national security that we get an up or down vote and let the House of Representatives actually work it’s will,” House Democratic Leader Hakeem Jeffries said.

Despite opposition, Democrats believe they have enough support, including from some Republicans.

“This place runs on majority… think we’ll probably do it on a discharge,” Rep. Annie Kuster said.

However, challenges remain, as some Republicans are hesitant due to the absence of border security policy in the bill.

“In the absence of having received any single border policy change from the Senate, the House will have to continue to work its own will on these important matters,” House Speaker Mike Johnson said.

“All I will tell you is we have an obligation to secure our border and support our allies… hopefully we can come to some agreement to be supportive,” Rep. Marc Molinaro said.

“The speaker has a lot on his plate. He’s been elected to make tough decisions,” Rep. Mario Diaz-Balart said.

“I don’t think there should be a surprise that there may be some reluctance on the speaker’s side to just accept anything that the Senate just sends over without making potential corrections, changes,” he said. “Because it works both ways.”

Moderate coalitions in both parties seem to hold sway, with potential conditions being added to gain broader support.
