New York City officials highlighted a recidivism problem, with the NYPD Transit Chief stating police regularly arrest people with 50 or more prior arrests.

In separate interviews, Mayor Eric Adams noted 38 individuals who assaulted transit workers had committed over 1,100 total crimes, averaging nearly 30 crimes each.

“We arrest people all the time that have 50-plus arrests, 100-plus arrests,” Chief Michael Kemper said.

“38 people committed assaults on transit workers. Out of those 38 people, they committed 1,126 crimes in our city, recidivism crisis. And that’s the same with when you look at shoplifters, 542 people committed over 7,600 crimes in our city,” Adams said.

He further reported 542 shoplifters were responsible for over 7,600 total crimes, averaging around 14 crimes per person.

The officials characterized this as a recidivism crisis where a small number of repeat offenders are driving a disproportionate amount of certain crimes like assaults on transit workers and shoplifting.
