A declassified U.S. intelligence report revealed that the Ukraine war has led to significant losses for Russia, with an estimated 315,000 dead and injured troops, representing nearly 90% of its initial personnel.

This has set back Russia’s military modernization by 18 years.

Russian officials dispute these figures, claiming that Western estimates are exaggerated.

The report also highlighted Russia’s recruitment of convicts and older civilians due to the scale of losses.

“The scale of losses has forced Russia to take extraordinary measures to sustain its ability to fight. Russia declared a partial mobilization of 300,000 personnel in late 2022, and has relaxed standards to allow recruitment of convicts and older civilians,” the report noted.

Additionally, Ukraine’s casualty figures are treated as a state secret, with estimates varying from 24,500 to close to 70,000 deaths.
