The parents of Pava Marie LaPere, a tech CEO murdered in Baltimore, are urging Maryland lawmakers to end good behavior credits for imprisoned rapists, as the man accused of killing their daughter had been released early due to such credits.
Jason Billingsley, a convicted felon charged with LaPere’s murder, had served a shortened sentence for a 2013 rape due to good behavior credits.
The LaPeres testified in support of a bill that would require the state’s parole commission to approve early release for those imprisoned for first-degree rape.
Caroline LaPere, Pava’s mother, said, “Pass the bill. It’s simple. Further, I want to say that there are so many victims who can’t or won’t have the chance to address you.”
Senate President Bill Ferguson and Governor Wes Moore have expressed support for changing the law to prevent similar incidents.
Sen. Ferguson said, “I think, particularly for first-degree rape situations, there is very good reason to have extra eyes on the diminution credits and make sure that something like what happened this past year can’t happen again.”
