The Facebook Oversight Board highlighted a loophole in Meta’s policy that allowed a manipulated video of President Joe Biden to remain on the platform.
The video, edited to create a false impression of inappropriate behavior, was not covered by Meta’s manipulated media policy because it didn’t meet specific criteria.
The Board urged Meta to revise its policy swiftly, particularly in light of the upcoming 2024 elections.
“The policy should not treat ‘deep fakes’ different to content altered in other ways,” the Board stated. “Meta needs to provide greater clarity on [the harms it is seeking to prevent] and needs to make revisions quickly, given the record number of elections in 2024.”
They criticized the current policy as incoherent and focused on the creation of content rather than preventing specific harms, emphasizing the need for greater clarity and revisions.
“The Board is concerned about the Manipulated Media policy in its current form,” they said, “finding it to be incoherent, lacking in persuasive justification and inappropriately focused on how content has been created, rather than on which specific harms it aims to prevent (for example, to electoral processes).”
This recommendation follows previous controversies, such as the slowed-down video of Nancy Pelosi, which raised concerns about Meta’s handling of manipulated media.
Meta stated that it is reviewing the Board’s feedback and will respond within 60 days.
