A dangerous atmospheric river storm is causing widespread impacts in California, with heavy rains, damaging winds, and potential flash flooding.
Southern California, including downtown Los Angeles, is at a rare “high risk” of flash flooding, leading to a State of Emergency declaration by Governor Gavin Newsom.
Flash flood warnings covered nearly 11 million people in the greater Los Angeles area, and the storm has also affected northern and central California.

NOAA’s Weather Prediction Center (WPC) said, “Life-threatening flash and urban flash flooding possible in the high risk area.”
The state has mobilized a record number of emergency responders, and the National Weather Service has issued strong warnings about the threat of widespread and dangerous flash flooding.
In addition to heavy rain, the storm is also expected to bring significant snowfall in the Sierra Nevada.

Strong winds have caused damage along the Central California coast and the San Francisco Bay Area.
The storm is expected to continue with periods of rain throughout the week.
