A federal appeals court reversed an order for Texas to move a floating barrier on the Rio Grande, a decision that drew backlash from Mexico.
The court vacated the previous ruling and decided to rehear the case after a majority of its judges voted for it.
The barrier, consisting of linked, concrete-anchored buoys, was installed by Texas along the international border with Mexico, sparking legal disputes over border control between President Joe Biden and Governor Greg Abbott.
The Biden administration is also contesting the right to cut razor-wire fencing at the border and access to a city park that the state fenced off.
