Portland public school teachers and the district’s union have agreed to consider gender identity, race, and trauma when developing support plans for students showing continuous disruptive behavior.
The new policy prohibits suspending students who threaten or harm others, opting for classroom removal and placement in a “self-regulation space” within the school.

Additionally, teachers will receive a pay raise of approximately 14% over three years.
The district has been working to enhance restorative justice practices in response to an increase in students’ mental health issues.
This agreement follows a nearly month-long strike and aims to address concerns about student discipline and mental health in Portland’s public schools.
